Further effectively promote the classification, recycling and treatment of waste batteries
(1) Environmental management for discarded primary batteries
The "Technical Policy for Pollution Prevention and Control of Waste Batteries" stipulates that "the recycling of waste primary batteries should be carried out prudently by the responsible recycling units. Currently, in the absence of effective technical and economic conditions for recycling, it is not encouraged to collect waste primary batteries that have met the national requirements for low or no mercury
At present, the primary batteries (dry batteries) sold on the market have met the national requirements for low or no mercury, and are allowed to be disposed of as household waste after disposal. In recent years, our department has conducted research on the pollution characteristics of waste batteries through environmental protection public welfare projects. The research results show that the disposal of waste primary batteries with household waste may increase the difficulty of treatment or additional environmental risks (such as the enrichment of zinc into fly ash caused by incineration, which increases the difficulty of fly ash disposal). Therefore, we believe that the collection and recycling of waste primary batteries have a certain positive significance for protecting the environment. We are cooperating with the National Development and Reform Commission, the Ministry of Commerce, the Ministry of Industry and Information Technology and other departments to study and formulate policies for the recycling of waste primary batteries, and timely promote pilot projects for the recycling of waste primary batteries. At the same time, our department is organizing the revision of the "Technical Policy for Pollution Prevention and Control of Waste Batteries", which will be revised based on existing scientific research achievements and the development trend of the battery industry.
(2) Environmental management for waste lead-acid batteries
The "Technical Policy for Pollution Prevention and Control of Waste Batteries" stipulates that "the focus of collecting waste batteries is on discarded rechargeable batteries such as cadmium nickel batteries, nickel hydrogen batteries, lithium-ion batteries, lead-acid batteries, and discarded button type primary batteries such as silver oxide (with high mercury content)
Regarding lead-acid batteries, in 2013, with the approval of the State Council, the Ministry of Industry and Information Technology, together with our Ministry, the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Finance and other departments, issued the "Opinions on Promoting the Standardized Development of Lead Acid Batteries and Recycled Lead Industry" (hereinafter referred to as the "Opinions"). Regarding the recycling and utilization of waste lead-acid batteries, the "Opinions" clearly require the establishment of a standardized and orderly recycling and utilization system to achieve standardized production, orderly recycling, and rational regeneration of lead-acid batteries; By 2015, the recycling and comprehensive utilization rate of waste lead-acid batteries will reach over 90%, and the proportion of lead recycling will exceed 50%, promoting the formation of a national lead resource recycling system. At the same time, the country will further regulate the recycling behavior of individual vendors for waste lead-acid batteries, encourage production enterprises to organize the recycling of waste lead-acid batteries through their retail networks, and support production enterprises, sales enterprises, professional recycling enterprises, and recycled lead enterprises to jointly build a recycling network.
At the same time, the country implements fiscal and tax preferential policies for the recycling and utilization of waste lead-acid batteries. Since 2010, the National Development and Reform Commission and the Ministry of Finance have organized the construction of "urban mineral" demonstration bases, and arranged special funds for the development of circular economy to support the demonstration bases. Among them, Jieshou in Anhui, Pizhou in Jiangsu, and Jitianli in Shanxi are demonstration bases mainly focused on the recycling and utilization of recycled lead. At the same time, the country implements a tax preferential policy of 50% VAT refund upon collection for enterprises that use waste lead-acid batteries to produce recycled lead.
