President Gao Bing said that new energy vehicle enterprises, charging pile enterprises and the Internet should be united to get warm together and go to sea together. In 2019, 100000 piles will be set up in the province, about 2000 logistics vehicles and 5000 other vehicles will be added to the network. 14 vehicle pile network integrated operation centers were established in the province to achieve full coverage of 122 counties and districts in Hunan. Wang Guanghui, the executive vice general manager of Hunan Chenwei Hi Tech Co., Ltd., told the reporter that the benefits of charging piles for social vehicles in Changsha were poor and losses were common.
The "poor benefit" is mainly caused by unreasonable layout, barrier setting, "doves occupying the nests of magpies" and other factors.
"A few years ago, in order to promote the development of the new energy vehicle industry, the state implemented higher subsidies for the construction of charging piles, and the total subsidies for the construction of a fast charging pile can reach more than 100000 yuan." According to Wang Guanghui, this led to "compensation fraud" for a period of time; In order to reduce the construction cost, some enterprises choose to build piles in remote areas by "enclosure", which causes these charging piles to be basically idle.
"Our company's social vehicle charging pile utilization rate is generally only 2%." Yi Chaojin, the person in charge of Hunan Changmao Electric Energy Development Co., Ltd., said that the company mainly set the charging pile in the institution yard, and it is difficult for foreign vehicles to enter the charging area.
In addition, the charging pile parking space is "occupied" by fuel vehicles, which is the problem with the highest user complaint rate. The reporter visited several residential areas. On the front of Kaile International Community in Kaifu District, fuel vehicles were parked at the charging stations of the charging piles. The owners of the community said that the parking spaces in the community were very tight, and space occupying parking was common. This phenomenon also exists in Changsha Zhongnan Automobile World, Martyrs Park parking lot and other places.
Charge pile operators have many concerns about fighting alone
"The low utilization rate of charging piles leads to that most charging pile operators in the province dare not expand their layout." Wang Guanghui, the executive vice general manager of Hunan Chenwei Hi Tech Co., Ltd., calculated an account for the reporter: at present, the cost of building a new fast charging pile in Changsha urban area is about 130000 yuan. According to the unified standard of 0.8 yuan/kilowatt hour for charging service fees in Changsha, 200 kilowatt hours of electricity will be sold every day, and the charging service income can reach 4800 yuan in one month. With the addition of power loss and daily operation and maintenance fees, the cost will be recovered for at least three years. "Most charging piles can't sell 200 kilowatt hours of electricity every day."
"From the current trend, the cost of charging pile construction is declining, but the cost of power access is very high, which aggravates the concern of operators." Yi Chaojin, the person in charge of Hunan Changmao Electric Energy Development Co., Ltd., believes that at present, there are many and complicated procedures for charging pile installation and power use. During this period, affected by many uncontrollable factors, the power supply may also have unstable factors such as power limitation by the property. Once the power capacity increase is involved, the investment will increase exponentially.
In addition, due to the increasing tension of land resources, the cooperation between charging pile operators and land property owners is the most common way to build a station at present, while single operators are in a weak position when negotiating with local authorities.
How to break through the operation of charging piles?
"Any new industry will encounter many difficulties at the initial stage of development. In addition to the strong support from the government departments in policy, enterprises must unite to find a way out." Zhu Shengkai, general manager of State Grid (Hunan) Electric Vehicle Service Co., Ltd.
He believed that "supply side reform" should be carried out for the construction of charging piles. Insufficient scale, unreasonable layout, poor universality of facilities, etc. are the primary problems to be solved. "The total number of charging piles for various public and household electric vehicles in our province should be increased to 200000 according to the driving and parking rules of different types of electric vehicles, such as buses, logistics vehicles, official vehicles, social vehicles, and the charging demand." Zhu Shengkai revealed that the provincial energy bureau has entrusted the provincial electric vehicle charging infrastructure promotion alliance to carry out a thorough investigation on the current situation of the charging infrastructure in the province, providing an effective basis for our province to revise the charging pile construction acceptance standards, operation evaluation methods, supporting incentive and subsidy policies, etc.
"On the other hand, in order to eliminate the problem of 'no cars can be found, no cars can be found', we must also build a unified charging facility operation service platform across the province to realize the interconnection of electric vehicle charging infrastructure information."
