Gradual formation of charging network

According to the statistics of China Electric Vehicle Charging Infrastructure Promotion Alliance, as of October this year, member units of the Alliance had reported 285000 public charging piles in total. From November 2017 to October 2018, about 7504 public charging posts were added each month.

Speaking of the development of China's charging infrastructure construction in recent years, Liu Yongdong believed that the achievements were very outstanding. "The network of charging facilities basically covers residential areas, offices, shopping malls, parking lots, scenic spots, stations, airports, highways and other places, meeting the charging and changing services of 1.5 million electric vehicles." Liu Yongdong told reporters that China's charging infrastructure network layout has gradually taken shape.

Secondly, the charging infrastructure standard system is becoming more and more perfect. "China has basically established a charging infrastructure standard system, including 6 parts, including terminology, signs and marks, information security, electric energy supply, service network, construction and operation, covering conductive charging, wireless charging and battery replacement technology. AC/DC charging pile, battery quick replacement system and other equipment have been localized; The technologies of charging infrastructure monitoring, metering, billing and protection are becoming increasingly mature; The integration of charging infrastructure with new energy, smart grid, intelligent transportation and other technologies has been pilot applied.

Standard support interconnection

The problems and achievements of industrial development are the same. At present, the vehicle pile ratio in China is only 3.5:1, and the charging infrastructure construction is relatively lagging behind. However, factors such as low utilization rate of charging pile and immature business model have also affected the charging convenience of users all the time.

The interconnection of different charging facilities is an important content and a difficult problem in the construction and operation of charging facilities.

The so-called "interconnection", in order to solve the problems that car owners often encounter when finding piles, charging and settling accounts, such as incompatibility of piles and different information among different operators, and to achieve barrier free charging, mainly includes the following three aspects: physical and electrical interconnection of charging interfaces, information interconnection of charging services and payment interconnection of charging services.

Liu Yongdong pointed out that to achieve charging interconnection, standards are the technical basis. Five national standards for electric vehicle charging interface and communication protocol issued at the end of 2015 are the basic standards for solving the physical and electrical interconnection of charging interface. In November 2016, four group standards, including the Electric Vehicle Charging and Switching Service Information Exchange, were issued by the China Electricity Council, laying a standard foundation for the interconnection of electric vehicle charging services.

Liu Yongdong stressed that to realize the physical and electrical interconnection of charging interfaces, standardization work should also be carried out around the standards: first, comprehensively implement the newly issued standards; Second, we should establish a unified detection and recognition mechanism; Third, implement the new national standard of charging interface.

In order to complete the charging service of electric vehicles, information exchange is crucial. To break the current "information island" phenomenon of charging service, the following work must be carried out: first, build a unified information exchange standard system; Second, establish a unified information publishing platform; Third, we should establish a record keeping system for charging service operators.

Charging transaction settlement is the last link for car owners to complete charging, and the key is to realize the financing of transaction settlement. To this end, the following work needs to be carried out: First, to promote charging service operators to transform the charging service system and charging APP in accordance with the series of standards of Electric Vehicle Charging and Exchange Service Information Exchange; Second, establish the charging operator's transaction settlement agreement and unified identification.

Chinese Standards Go Global

A few days ago, the first part of the series of international standards for electric vehicle charging roaming information interaction led by China: General Requirements (IEC63,119-1) was unanimously voted by all 17 formal member states of IECTC69.

"This means that the first international standard in the field of electric vehicle charging service in the world led by China has completed the standard preparation process and will be officially released early next year." Liu Yongdong is very excited. At the same time, this standard has been voted by 15 EU countries simultaneously and has been unanimously adopted, and will become an EU standard.

"The electric vehicle charging roaming information interaction standard will realize the interconnection between different charging service operators, solve the cross platform charging problem, and play a positive role in improving the charging experience of car owners." Liu Yongdong said.

It is worth mentioning that IEC63119-1 is formulated on the basis of the series of standards of Electric Vehicle Charging and Changing Service Information Exchange, which is the first time that the group standard of ITU has risen to the international standard. At present, this series of standards has been widely used in domestic charging service operators, national and local government charging facility monitoring platforms and charging service APPs.
