"The country produces more than 5 million tons of waste lead-acid batteries every year. If it cannot be recycled scientifically, it will become a serious potential environmental pollution hazard," said Shi Yingjun, a deputy to the National People's Congress and mayor of Jiyuan City, who is attending the two sessions of the National People's Congress in Beijing.

Shi Yingjun said that for a long time, China has lacked scientific planning and effective management on the recycling of waste lead-acid batteries. Enterprises such as renewable lead enterprises, supply and marketing systems, material and metal recycling companies, and battery manufacturing are all engaged in the recycling of waste lead-acid batteries. A considerable part of waste lead-acid batteries flow into small, unqualified renewable lead plants, with serious potential environmental pollution.

He said that at present, from the perspective of the development of China's renewable lead industry, the scale of recycling and comprehensive utilization of waste batteries has been expanding, and there are more than 300 small renewable lead enterprises nationwide. But on the whole, there are many practical problems in China, such as low industrial concentration, small enterprise scale, high energy consumption of resources, serious environmental pollution, backward industrial technology, low metal recovery rate and comprehensive utilization rate.

Taking Henan Yuguang Gold and Lead Co., Ltd. as an example, the company has established a waste battery recycling company since 2003. At present, it has built three waste lead-acid battery pretreatment production lines with an annual recycling capacity of 540000 tons of waste lead-acid batteries. However, due to the high cost and difficulty of building a waste lead-acid battery recycling network, the production line is facing a serious shortage of operating rates.

Shi Yingjun suggested that the relevant national departments could study and introduce the management measures for the recycling of waste lead-acid batteries, and support the leading renewable lead enterprises to establish national recycling service outlets. First, implement the market access system for the recycling of waste lead-acid batteries, and guide the renewable lead enterprises to accelerate the construction of the recycling system. The second is to plan and build green recycling sites for waste lead-acid batteries in cities above the county level, and give policy support such as land and tax.
