According to the packaging status of lithium batteries during delivery and transportation, the Dangerous Goods Regulations classify lithium battery goods into the following three types of packaging and transportation methods:

(1) According to the packaging instructions PI965-970 (including parts I and II) of the International Association for Special Transport (IATA) Dangerous Goods Regulations, lithium battery goods delivered for transportation must meet the following requirements: lithium batteries must pass UN38.3 testing; Lithium batteries should be packed in inner packaging that can completely encapsulate the battery and isolate each other. When packaging lithium batteries, measures must be taken to prevent short circuits; Cell and battery manufacturing sites must have quality management procedures, such as manufacturing sites that comply with ISO9001 requirements; Lithium batteries that have been identified by the manufacturer as defective or damaged due to safety reasons may develop potential hazards such as heating, combustion, and short circuits, and should not be transported for special purposes. Special transportation of waste batteries and batteries transported for recycling or processing purposes is prohibited, unless written approval is obtained from the competent authorities of the country of origin and the country of operation.

(2) Special transportation of lithium battery goods must comply with the following regulations: individually packaged lithium-ion battery goods (UN3480, PI965) are prohibited from being transported by passenger aircraft. Unless approved in accordance with the relevant requirements of the Technical Regulations, the state of charge of lithium-ion batteries (cells) transported in accordance with the packaging instructions PI965 shall not exceed 30% of their rated capacity at the time of delivery. In any shipment, there shall not be more than one lithium battery cargo packaging and/or composite packaging transported in accordance with packaging instructions 965 Part II or 968 Part II. Each composite packaging shall not contain more than one lithium battery cargo package transported in accordance with packaging instructions 965 Part II or 968 Part II. Lithium battery cargo packaging or composite packaging transported in accordance with packaging instructions 965 Part II or 968 Part II must be shipped separately from other goods and must not be loaded into containers before shipment.

3. Notes on mailing lithium batteries: Lithium batteries must be packaged and transported as separate items (loose/containerized). Ordinary goods and batteries need to be packed separately and cannot be mixed. They can be shipped together. Lithium batteries should be loaded on pallets to avoid strong vibrations during transportation, and corner protectors should be used to protect the vertical and horizontal edges of the pallets. The inner package of large battery must be separated with foam. The outer packaging is thin, soft, round, and irregularly bulging. The outer packaging is not accepted, and pure battery packaging must be wrapped in thick paper boxes

The weight and volume of free items carried by passengers on the train are: 10 kilograms for children (including free children), 35 kilograms for diplomatic personnel, and 20 kilograms for other passengers. The external dimensions of each item shall not exceed 160 centimeters in length, width, and height, and shall not exceed 200 centimeters for pole shaped items, but shall not exceed 130 centimeters for high-speed trains; The weight does not exceed 20 kilograms. Folding wheelchairs used by people with disabilities for transportation are not included in the above scope.
