Indeed, Jiashan County is located between Shanghai and Hangzhou, with unique geographical advantages. Lu Chunhao, the deputy head of the county, said in his speech that Jiashan is building a development environment with international standards through its powerful science and technology, industry and talent support policies, as well as convenient and efficient high-quality services. He revealed that Jiashan would establish a Jiashan R&D center in Shanghai Hongqiao World Center. "We will vigorously attract high-end projects in strategic emerging industries such as advanced equipment manufacturing, energy conservation and environmental protection, new energy and new materials." It is understood that Jiashan has formulated an ambitious industrial development plan around the hydrogen energy and fuel cell industry, with the goal of building a hydrogen energy and fuel cell industry cluster and innovation core area radiating the Yangtze River Delta. It is understood that the existing 100000 square meter hydrogen energy technology incubation platform in Jiashan Economic and Technological Development Zone has not yet built an industrial development platform, and the first 800 mu hydrogen energy industrial park is planned in the development zone. Lu Chunhao said that Jiashan would set up a hydrogen energy industry development fund with a total scale of 5 billion yuan, increase financial investment in hydrogen energy industry development and scientific and technological innovation, study policies such as subsidies for hydrogen refueling stations, fuel cell vehicles and hydrogen refueling terminals, and reduce consumer use costs.
At the meeting, relevant units signed a contract to establish the "Hydrogen Energy Industry Innovation Alliance". Edelman Hydrogen Energy Technology Co., Ltd. signed a cooperation agreement with the State Key Laboratory of Catalysis Foundation of Dalian Institute of Chemical Physics on the project of "joint development of new structures and low platinum catalysts", and Edelman Hydrogen Energy Technology Co., Ltd. signed a cooperation agreement with the Institute of Polymer Materials of Dalian University of Technology on the project of "joint development of proton exchange membranes". The Management Committee of Jiashan Economic and Technological Development Zone and CCID Consultants signed the Strategic Cooperation Framework Agreement on the Development of Hydrogen Energy Industry.
At present, Jiashan is carrying out intensive research and will soon issue supporting policies for the development of hydrogen energy and fuel cell industries. Focusing on project recruitment, scientific and technological innovation, technological transformation, mergers and reorganization, talent introduction, terminal subsidies, etc., it will increase policy support to reduce production and use costs.
Hydrogen fuel cell stands at the new air outlet
Dr. Tian Zepu, senior analyst of CCID Consulting, said when he released the White Paper on the Evolution and Investment Value Analysis of Hydrogen Energy and Fuel Cell Industry in 2018 at the Jiashan Forum that China's hydrogen energy and fuel cell development has begun to take shape, and the hot spots include some cities in the Bohai Rim, the Yangtze River Delta, the Pearl River Delta and the central region. According to statistics, in 2017, a large amount of capital entered the field of hydrogen energy and fuel cell, and a hundred billion level industrial park became the focus of construction, while domestic enterprises and governments invested as much as 98.2 billion yuan in the field of fuel cell industry chain.
One week after the Jiashan Forum was held, on October 23, the Third International Conference on Hydrogen and Fuel Cell Vehicles opened in Rugao, Jiangsu Province; On October 25, the world's first light truck based on methanol reformed hydrogen fuel cell was officially put into commercial operation in Kunshan, Jiangsu Province. The strong momentum of hydrogen energy industry development in the Yangtze River Delta can be seen.
At the Jiashan Forum, Professor Liu Jianguo, National Key Laboratory of Solid Microstructure, Nanjing University, introduced the progress of hydrogen fuel cell technology in China, saying that the development of fuel cell vehicles in China is characterized by commercial vehicles. At present, there are more than 10 demonstration cities for hydrogen fuel cell buses, and commercial demonstration operations have been carried out in Foshan, Xinbin, Rugao, Chengdu, Datong, Zhangjiakou, Zhengzhou, Shanghai, Wuhan, etc; The demonstration operation of rail transit was carried out in Tangshan and Foshan. In February this year, the China Hydrogen Energy and Fuel Cell Industry Innovation Strategic Alliance was established, marking the national team's entry into the hydrogen energy field. Under the guidance of the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance and other national ministries, the Alliance is a national platform led by the National Energy Group, jointly launched by 17 large enterprises, well-known universities and research institutions in the energy, equipment manufacturing, transportation and other industries, and invited more than 50 units from the political, industrial, academic, research and financial sectors to join in the first batch.
Tian Zepu believes that convenience, environmental protection and economy are fundamental to promoting product iteration and replacement. Electric vehicles have advantages in the field of passenger vehicles, while hydrogen fuel cell vehicles have potential. She said: "The cost of purchasing electric vehicles is lower, charging is more convenient, and 400 kilometers of commute in the city is basically enough; while hydrogen fuel cell vehicles are the best alternative in the field of commercial vehicles, which are obviously better than electric commercial vehicles in terms of truck endurance and charging time, and the use cost is almost the same as that of fuel vehicles and electric commercial vehicles." Therefore, she believes that for a long time to come, hybrid, pure electric and fuel cell vehicles with three different technology systems will develop in a diversified way and play their advantages in different fields. However, she stressed that the public sector is still the focus of the early promotion of fuel cell vehicles, and the early sales will still be driven by the local government, which depends on infrastructure construction and local financial subsidies, among which trucks will be the main market for various manufacturers.
Outbreak still needs technical breakthrough to make up for weaknesses
The Blue Book on Infrastructure Development of China's Hydrogen Energy Industry (2016) shows that by 2020, the number of domestic hydrogen refueling stations will reach 100, and the number of fuel cell vehicles will reach 10000; By 2030, there will be 1000 hydrogen refueling stations and 2 million fuel cell vehicles; By 2050, the construction of hydrogen refueling station network will be completed, and the number of fuel cell vehicles will reach 10 million.
Industry insiders generally believe that the cost of fuel cell power system is an important factor affecting industrial development. "The cost of fuel cell system is the core of the entire industry chain. In 2017, the cost of fuel cell system at the advanced level has dropped to about 22000 US dollars (taking 80kw fuel cells as an example, with 1000 units produced in mass production). Compared with this, the cost of fuel cell system in China is still high, reaching 220000-300000 yuan (about 46000 US dollars)", Tian Zepu concluded that, "In terms of cost, there is a gap of about 5 years between China and foreign countries."
Toyota plans to launch a new generation of Maria model in 2020, by which time the cost of fuel cell system of new cars will be reduced by half, and the purchase cost of each car will be about 30000 dollars. Tian Zepu predicted that the cost of China's fuel cell system will drop to about 26000 dollars (80kw) by then, and the cost of domestic passenger vehicles (full power) will still be more than 350000 yuan; By 2030, the cost of purchasing fuel cell vehicles will be basically equal to that of ordinary fuel vehicles. Taking commercial vehicles as an example, she said: "In 2020, the full power cost of medium and heavy trucks will be about 1.5 million yuan, and by 2030 it will be less than 600000 yuan."
It is undeniable that China's hydrogen energy and fuel cell industrialization still has obvious technical weaknesses. For example, although the fuel cell stack has a certain technical reserve, there is still a big gap in system performance and total cost compared with foreign countries. Many components such as gas diffusion layer, proton exchange membrane and seals are not produced in China. Although the catalyst, membrane electrode and bipolar plate have achieved localization, there is also a gap in performance and cost, and the technology is still in the demonstration application stage. However, what is more criticized by the industry is the top-level design of policies, which is highlighted in the construction of hydrogen refueling stations.
Data shows that by the end of 2017, 328 hydrogen refueling stations have been built in the world, including 139 in Europe, 118 in Asia and 68 in North America. However, only 10 hydrogen refueling stations have been put into operation in China, and more than 20 are under construction. Tian Zepu believes that the cost of building a hydrogen refueling station alone is high It is reported that a three-stage hydrogen refueling station in Jiangqiao, Jiading, Shanghai has a project investment of up to 11 million yuan. The comprehensive data of five months' operation shows that the hydrogen cost accounts for 65.2% of the operating cost of the hydrogen refueling station.
Professor Liu Jianguo said frankly that the approval process of hydrogen refueling stations is too complicated, and it is difficult to build hydrogen refueling stations in cities due to the large safety distance. He believes that the biggest difficulty in the construction of hydrogen refueling stations is that there is no competent department at the national level, and the experience of Foshan may be used for reference by other cities, that is, the housing construction department is responsible for the approval management. Some insiders complained that the existing laws and regulations were still applied to the detection of hydrogen fuel cell vehicle cylinders in China, that is, the cylinders should be removed from the vehicle and sent for inspection, but it is unsafe to reinstall them. Obviously, the development of the hydrogen fuel cell industry requires the country to strengthen the design at the top level as soon as possible to break through the restrictions of the current laws and regulations.
