According to the "Announcement of the State Administration for Market Regulation on Implementing Compulsory Product Certification Management for Lithium-ion Batteries and Other Products" (No. 10, 2023), starting from August 1, 2024, China will implement "CCC" (hereinafter referred to as "3C") compulsory certification management for lithium-ion cells/batteries and power banks (hereinafter referred to as "lithium batteries"). Lithium batteries that have not obtained "CCC" certification and are not marked with the "CCC" certification mark shall not leave the factory, be sold, imported, or used for other business activities.

3C Certification
3C certification is China's compulsory product certification system. This system requires the quality of specific commodities on the list to be certified to protect safety, health, and the environment. All specific commodities listed in the certification list must be certified and affixed with the "CCC" certification mark before they can leave the factory, be sold, imported, or used for other business activities. The requirements for 3C certification of lithium batteries aim to improve the quality and safety of lithium batteries and power bank products and effectively protect the rights and interests of consumers.

The main standard on which the 3C certification of lithium batteries is based is the national compulsory standard GB31241 "Safety Technical Specifications for Lithium-ion Batteries and Battery Packs for Portable Electronic Products". This standard applies to: mobile electronic products that are intended to be frequently carried by users and do not exceed 18 kilograms, involving:

Portable office products: laptop computers, tablet computers, etc.;

Mobile communication products: mobile phones, cordless phones, walkie-talkies, etc.;

Portable audio/video products: portable televisions, portable audio/video players, cameras, camcorders, recording pens, Bluetooth earphones, portable speakers, etc.;

Other portable products: electronic navigators, digital photo frames, game consoles, e-books, power banks, portable energy storage power supplies, portable projectors, wearable devices, etc. That is to say, not all lithium-ion batteries currently require 3C certification.

3C Certification Product Scope
Power banks, portable energy storage power supplies, mobile power supplies for camping, etc., which are movable power supplies with AC/DC input/output, containing lithium-ion batteries and/or battery packs and not exceeding 18 kg in mass.

Lithium-ion batteries and battery packs for portable electronic products such as portable office products, mobile communication products, and portable audio/video products.

Meanwhile, the certification bodies and laboratories engaged in 3C certification activities for lithium batteries shall be designated by the Certification and Accreditation Administration of the People's Republic of China (CNCA), and relevant information can be consulted on the CNCA website. The application for 3C certification of lithium batteries requires the following materials:

Application form for certification;

Business licenses of the certification client, manufacturer, and production enterprise;

Confirmation of whether the applicant and the manufacturer are the same;

Test application form (including list of safety-critical components, working parameters, battery nameplate, battery pack nameplate, internal cross-sectional view of the battery, circuit diagram and layout diagram of the battery pack);

Specification sheets of batteries and battery packs, Chinese nameplates;

Self-assessment report/declaration of the factory quality assurance ability of the production enterprise (when necessary);

Factory inspection questionnaire (when necessary).

Customs Reminder
The customs reminds enterprises related to lithium batteries for portable electronic products to note that 3C certification applies not only to relevant domestic enterprises in China but also to overseas lithium battery enterprises entering the domestic market. Starting from August 1, 2024, lithium batteries that have not undergone 3C certification shall not leave the factory, be sold, imported, or used within China. Relevant enterprises should promptly refer to the national standard GB31241 and conduct benchmarking tests on the rated capacity, appearance identification, and safety protection management and other performances of lithium-ion batteries and battery packs for portable electronic products during the product design and production stages to avoid subsequent 3C certification failures and affect the normal import and export of portable electronic products.
