The industrial batteries defined in the New Battery Regulation (EU) 2023/1542 not only cover various types of batteries in a wide range of industrial fields but also include all batteries that are not covered by the other four types of batteries in the regulation. Starting from August 18, 2024, the industrial batteries defined by the regulation will be subject to a series of mandatory implementation elements.

Element One, Regulatory Element: Safety;

Sample Requirements: 1 set of the minimum operating unit and BMS (for evaluating EN 62619), 1 set of the system (for evaluating EN 63056);

Applicable Batteries: (Examples) Mobile energy storage systems weighing more than 5 kilograms, household energy storage systems, industrial and commercial energy storage systems, power station energy storage systems, UPS uninterruptible power supplies, and other batteries for industrial uses.

Element Two, Regulatory Element: Restriction on Substances;

Regulatory Provisions: Article 6;

Implementation Basis: Annex XVII of the REACH Directive (EC) No 1907/2006, Annex I of the Regulation (EU) 2023/1542;

Sample Requirements: 1 battery pack (if a battery cell can be representative, 1 battery cell);

Delivery Period: 4 working weeks (estimated);

Applicable Batteries: (Examples) Mobile energy storage systems weighing more than 5 kilograms, household energy storage systems, industrial and commercial energy storage systems, power station energy storage systems, UPS uninterruptible power supplies, and other batteries for industrial uses.

Element Three, Regulatory Element: Performance and Durability;

Regulatory Provisions: Article 10;

Implementation Basis: EN 62620:2015 + A1:2023;

Sample Requirements: 3 battery packs;

Delivery Period: 15 working weeks (estimated);

Applicable Batteries: (Examples) Mobile energy storage systems weighing more than 5 kilograms, household energy storage systems, industrial and commercial energy storage systems, power station energy storage systems, UPS uninterruptible power supplies, and other batteries for industrial uses and with a capacity greater than 2 kWh.

Element Four, Regulatory Element: Safety of Stationary Battery Energy Storage Systems;

Regulatory Provisions: Article 12;

Implementation Basis: EN IEC 62619:2022, EN IEC 63056:2020, UN38.3:2023, UL1973:2022, UL9540A:2019;

Sample Requirements: 3 battery packs, 10 battery cells;

Delivery Period: 10 working weeks (estimated);

Applicable Batteries: (Examples) Stationary battery energy storage systems.

Element Five, Regulatory Element: Battery Health Status and Expected Lifetime;

Regulatory Provisions: Article 14;

Implementation Basis: Annex VII of the Regulation (EU) 2023/1542;

Sample Requirements: On-site demonstration or online verification;

Delivery Period: 2 working weeks (estimated);

Applicable Batteries: (Examples) Stationary battery energy storage systems.

Due to space limitations, this article is unable to present all the elements one by one. For example, Article 38 requires manufacturers to mark their mailing addresses on the batteries and attach relevant technical documents. In addition, in the case of fire tests on stationary battery energy storage systems, the method standards adopted include UL1973:2022, UL9540A:2019, UNECE R100:2022, and GB38031:2020. These standards are applied to varying degrees, and the regulation does not specify a unique method standard.
