Lithium batteries and products that work with lithium batteries must obtain UN38.3, MSDS, and air and sea transportation reports before they can be transported and shipped normally.
What is lithium battery UN38.3?
UN38.3 refers to clause 38.3 in part 3 of the "United Nations Manual of Tests and Standards for the Transport of Dangerous Goods" specially formulated by the United Nations for the transportation of dangerous goods. In order to ensure aviation transportation safety and meet customers' transportation needs for goods containing lithium batteries, according to the relevant regulations of the IATA "Dangerous Goods Regulations", the lithium battery operation specifications, that is, the UN38.3 (UNDOT) test, are formulated.
It requires that before lithium batteries are transported, they must pass altitude simulation, high and low temperature cycling, vibration test, impact test, 55°C external short circuit, impact test, overcharge test, and forced discharge test to ensure the safety of lithium battery transportation.
Moreover, it is stipulated that if lithium batteries are not installed together with equipment and each package contains more than 24 battery cells or 12 batteries, a 1.2-meter free fall test must also be passed.
What is the lithium battery MSDS report?
MSDS (Material Safety Data Sheet) is a comprehensive description document on 16 items of information such as chemical component information, physical and chemical parameters, combustion and explosion performance, toxicity, environmental hazards, and safe usage methods, storage conditions, leakage emergency treatment, and transportation regulations requirements provided by hazardous chemical production or sales enterprises to customers as required by regulations. When transporting chemicals by air, the "Air Transport Conditions Identification Report" is required. However, since there is no similar identification for sea transportation, MSDS is needed to determine whether the product is suitable for sea transportation to ensure transportation safety.
What is an air transportation identification certificate?
For related battery-containing products originating from China (except Hong Kong region), the final air transportation identification report must be reviewed and issued by a dangerous goods identification institution directly authorized and recognized by the Civil Aviation Administration of China. The main content of this report generally includes: product name and enterprise identification, main physical and chemical characteristics, dangerous characteristics of the transported goods, laws and regulations based on identification, emergency handling methods, etc. The purpose is to provide transportation units with information directly related to transportation safety.
What is a sea transportation identification certificate?
The sea transportation identification certificate is to meet the requirements for ensuring the safety of lives and property of ships and shipborne personnel. According to the requirements of the "Regulations on the Safety Supervision of Dangerous Goods Carried by Ships" (Decree No. 11 of 2018 of the Ministry of Transport of the People's Republic of China), for carrying goods with unknown dangerous properties, identification materials on dangerous goods transportation conditions issued by an evaluation institution with corresponding qualifications must be submitted.
What labels need to be pasted on the transportation of lithium batteries and products, and how are they pasted?
The outer packaging boxes of lithium batteries and products containing lithium batteries must be pasted with lithium battery labels before they can be shipped. There are three types of labels for lithium battery transportation, and each label has different requirements:
A. Lithium battery label
a. The clear size requirements of the new version of the battery label: 120110mm or 10574mm.
b. The new version of the battery label has two asterisks and two lines. The first line needs to fill in the UN number of the battery category, and the second line needs to fill in the packaging category (PI965-PI970) and emergency contact number of the battery category.
The corresponding requirements are as follows:
PI965: Lithium batteries are shipped separately.
PI966: Lithium batteries are shipped together with product equipment but not installed on the product equipment.
PI967: Lithium batteries are installed on product equipment and shipped together.
The above corresponds to different products with different UN codes, and the representative meanings are as follows:
UN3090: Lithium metal battery.
UN3091: Lithium metal battery installed in equipment/lithium metal battery packaged together with equipment.
UN3480: Lithium-ion battery.
