The Report points out that in 2025, about 32GWh of retired batteries of new energy vehicles on the market in China will be available for cascade utilization, which is enough to cover the backup power demand of 5G communication base stations nationwide.

The Report also pointed out that the development of sustainable business models is also the key to the development of lithium battery cascade utilization. At present, the relatively mature model in the world is the application of retired batteries in the field of energy storage led by automobile companies. The relatively mature model in China's market is the recycling of retired commercial vehicle batteries led by China's iron tower company, State Grid and other state-owned companies.

In fact, China's goal of developing lithium battery cascade utilization has been clear, and several policy supports have been announced.

In January of this year, the Ministry of Industry and Information Technology announced the Industrial Norms and Conditions for the Comprehensive Utilization of Waste and Used Power Batteries of New Energy Vehicles (2019 Version) and the Interim Measures for the Administration of the Industrial Norms for the Comprehensive Utilization of Waste and Used Power Batteries of New Energy Vehicles (2019 Version), encouraging the comprehensive utilization companies engaged in the cascade utilization to carry out the cascade utilization of power lithium batteries in the fields of base station reserve, energy storage, charging and replacement, and improving the comprehensive economic benefits of batteries.

The Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology also organized the preparation of the Administrative Measures for the Cascade Utilization of the Power Battery of New Energy Vehicles, and submitted the draft to the public for comments in October this year.

In addition, we should encourage the cooperation between the companies of cascade utilization and the companies of new energy vehicle production, power battery production and scrapped vehicle recycling and dismantling, strengthen the information sharing, utilize the existing recycling channels, and efficiently recycle the waste power battery for cascade utilization.

On November 2, the General Office of the State Council issued the new energy vehicle industry development plan (2021-2035) (hereinafter referred to as the plan). Establish and improve the management system of power lithium battery transportation, storage, maintenance, safety inspection, retirement, recycling and other links, and strengthen the supervision of the whole life cycle.
