According to the Decision of the State Council on Adjusting the Catalogue of Industrial Product Production License Management and Trial Simplifying the Approval Procedure (Guofa (2017) No. 34), electric bicycle products will be transferred from production license management to mandatory product certification (referred to as CCC certification) management, which will be implemented from August 1, 2018.

At present, there are five confirmed 3C certification units for electric bicycles, namely: China Quality Certification Center (CQC), China Automobile Certification Center Co., Ltd. (CCAP), Beijing China Light Union Certification Center (CCLC), Guangdong Quality Inspection Institute, and Shenzhen Quality Inspection Institute. There are only two institutions in China that have both certification and inspection qualifications, namely Guangdong Quality Inspection Institute and Shenzhen Quality Inspection Institute.

The CCC certification of electric bicycle products will adopt GB17761-2018 as the testing standard. What are the requirements for batteries as important components in this standard? Today, I will take you to answer this question together.

1. According to section 4.4 of this standard:

In addition to meeting the requirements specified in this standard, electric bicycles and their components (such as batteries, on-board chargers, etc.) should also comply with the safety requirements of relevant national and industry standards. The batteries currently used in electric bicycles are mainly lead-acid batteries and lithium-ion batteries.

The national standard for lead-acid batteries used in electric bicycles is GB/T22199-2008: Sealed lead-acid batteries for electric bicycles; The industry standard is QB/T2947.1-2008: Electric bicycle batteries and chargers - Part 1: Sealed lead-acid batteries and chargers. There is no corresponding country for lithium-ion batteries, and the industry standard is QB/T2947.3-2008: Batteries and Chargers for Electric Bicycles Part 3: Lithium ion Batteries and Chargers. According to the principle of prioritizing national standards over industry standards for similar products, lead-acid batteries used in electric bicycles should meet the requirements of standard GB/T22199-2008, and lithium-ion batteries should meet the requirements of standard QB/T2947.3.

2. 6.3.4.2 Maximum output voltage of battery in this standard:

The maximum output voltage of the battery of an electric bicycle should be less than or equal to 60V; According to the testing method in section 7.4.4.2 of this standard, the maximum output voltage refers to the open circuit voltage of the battery when it is fully charged.

3. 6.3.4.3 Battery tamper proof:

The anti tampering of electric bicycle batteries should meet the following requirements:;

a) The battery is fixed inside the battery pack box, and the battery is reasonably matched with the battery pack box. The installation position of the battery pack box is reasonably matched with the battery pack box to prevent changes in battery capacity and voltage;

b) The maximum gap between the battery and the side wall of the battery pack box is less than or equal to 30mm and does not shake;

c) Electric bicycles are not allowed to reserve interfaces for expanding onboard batteries;

d) Electric bicycles shall not have external battery racks;

From the above requirements analysis: Requirements a) and b) are proposed for battery manufacturers and need to be considered during the design process.

4. Appendix A.2 of this standard specifies the main technical parameters of batteries:
