Starting from August 1, 2016, the new National Hazardous Waste List will be implemented, and while the new list is being implemented, the old one will naturally be abolished. So, what are the impacts of the new National Hazardous Waste List on the battery industry? To be honest, the impact is quite significant.
The National Catalogue of Hazardous Waste has been revised by the Ministry of Environmental Protection of China and was announced on June 14, 2016, with implementation starting from August 1, 2016. The newly released National Hazardous Waste List has undergone changes, including content related to hazardous waste generated during the production process of the recycled non-ferrous metal industry, mainly as follows.
1、 Additional content
In the non-specific industry of HW13 organic resin waste, "waste resin powder generated after crushing, sorting, and recovering metals from waste copper clad boards, printed circuit boards, and circuit boards" has been added, with a waste code of (900-451-13) and a hazardous characteristic of toxicity (T).
2、 Revised content
1. In HW31 lead-containing waste, the waste code 431-001-31 "Waste residue and lead-acid sludge generated in the lead-acid battery recycling industry" has been revised to include "Waste lead plates, waste lead paste, and waste acid generated during the dismantling process of waste lead-acid batteries". The waste code is 421-001-31.
2. There are three revised contents in HW48 non-ferrous metal smelting waste.
(1) The waste code 331-027-48 "Fly ash and wastewater treatment sludge generated during copper regeneration process" has been revised to "Dust and wastewater treatment sludge collected by the dust collection (removal) device during copper regeneration process", and the "*" has been removed. The waste code is 321-027-48.
The original interpretation of "*" in the National Catalogue of Hazardous Wastes is: for hazardous wastes with complex sources, the possibility of exceptions to their hazardous characteristics, and clear national identification standards, this Catalogue is marked with "*". If the units producing such hazardous waste have sufficient evidence to prove that the generated waste does not have hazardous characteristics, the specific waste may not be managed as hazardous waste.
(2) Revise the waste code 331-028-48 "Fly ash and wastewater treatment sludge generated during zinc regeneration process" to include "Dust collected by dust collection (removal) devices and wastewater treatment sludge during zinc regeneration process", while removing the "*". The waste code is 321-028-48.
(3) The original waste code 331-029-48, "Fly ash and residue generated during lead regeneration process," has been revised to include "Dust collected by dust collection (removal) devices and wastewater treatment sludge during lead regeneration process." The waste code is 321-029-48.
This time, the chaos of recycling waste lead-acid batteries is bound to be dealt with severely.
