3. Accelerate standardization work

The most urgent task at present is to establish a basic standard system as soon as possible to command and regulate industrial development. The limitations of the standards related to lithium-ion batteries for power generation, which are solely led by electric vehicle research projects during the Ninth Five Year Plan, Tenth Five Year Plan, and Eleventh Five Year Plan, have been fully demonstrated. Organizations are not limited by the interests of the company and a single scientific research topic, and standardized institutions for industry development are urgently needed. It is proposed to be led by the Power Supply Industry Association, relying on research institutes with neutral characteristics and technical capabilities, in conjunction with domestic backbone companies, to establish the "National Technical Committee for Power Lithium ion Battery System Standards". Based on the characteristics of the industry, this technical committee relies on the China Machinery Standardization Committee (Jb) to establish a closer range of industries and technologies.

4. Establish a market-oriented substitute product and technical support system

By establishing a standard system to promote the use of guided (non mandatory) product interconnection certification labels, promote and promote the establishment of market-oriented technology and product guarantee systems, and lay the foundation for large-scale promotion and use. That is, to implement voluntary interconnection product certification for power lithium-ion battery system related products and components that meet product standards and interconnection specifications. As long as users purchase products that have passed interconnection certification through the market, they can complete system integration through secondary development and form a user system.

To achieve this, the following work should be carried out:

(1) Establish a research and experimental platform for power lithium-ion battery systems

Under the command and effective support of the Ministry of Industry and Information Technology, it is proposed to establish a non-profit and open "Power Lithium ion Battery System Integration Research Experimental Platform" led by the Power Industry Association (which can be organized in detail by the Power Lithium ion Battery System Working Committee), relying on scientific research with technical capabilities and neutral characteristics, to provide technical services and interconnection recognition for the industry.

(2) Promote the use of product interconnection certification logos

The power lithium-ion battery system involves various technical and industrial categories. Promoting the use of non mandatory (voluntary participation) product interconnection certification marks is an effective way to promote the development of the power lithium-ion battery system integration related industry and regulate the product market. Propose to promote the development of this work under the detailed command of the Ministry of Industry and Information Technology, in conjunction with standardization work and technology platform construction.

(3) Establish an open non-profit public technology service platform

The integration of new power lithium-ion battery systems is an emerging technology category, and related technical support is an urgent issue to be addressed in promoting industrial development. It is proposed to gather existing domestic technical resources under the command and support of the Ministry of Industry and Information Technology, establish a senior professional group relying on the Power Supply Professional Committee "Power Lithium ion Battery System Working Committee", and establish a public support platform for industry oriented technical consultation and technical services. This is an urgent measure to promote the development of the industry.
